in my county...you don’t. If it’s out side the county may own it. In side..it’s your responsibility. Check with your utility company if they permit covers To hide it.
Have you checked with your utility first to see what they permit and what they don't allow?
Before attempting to do anything, check with your local utility company! Many do not allow enclosures of any kind. Where I live you may paint (must be pretty approved) the same color as the house but no enclosures of any kind. I will see if I can find what other Hometalkers have done, there were a few that were way cool!
