Have you provided them with a special place that they are not using? Or would you prefer them to use other peoples gardens that don't have a cat of their own??
My grand-daughter put her litter box outside! Of course, her cats started out inside so they knew what it was. Cats are pretty smart and will go in the same place (mostly), so if you put a litter box in a protected area?? Good Luck.
