I would hang mini blinds or micro blinds inside mount

Inside mount Cellular blinds, up/downs so you can adjust to the day. They also come in Lots of colors (most companies will send you free color samples), as well as density. - privacy and heat consideration.
DO shop around for your exact size, because prices vary greatly, but generally much cheaper than brick and mortar stores.
Shutters would look nice
You can actually hang full sized curtains over them to give the illusion that they are bigger, or add large trim and molding around them:

first I would not cover them but if you really must I would say shutters
Please, no curtains. Small bahama shutters would look really nice.
I definitely would not use curtains,I would consider stain glass
Perhaps small tension rods inset at both top & bottoms of each window with white sheers would look nice, or have you thought about using shutters?
i would recommend Shutter rather than window blinds...
