Is that a concrete floor? if so it has to be polyurethaned first before doing the floor otherwise it will suck the moisture out.
Hello! It could be that you did not soak the brown bags in the glue long enough. Or, you did not seal it with polyurethane. Also, if you did seal it with polyurethane, perhaps you did not apply enough coats of it. Think back at the process you used and compare it to the one on the Hometalk website. There has to be a discrepancy somewhere and perhaps you can identify what it is and correct it. Good luck!
f all else is correct then you could have a problem with damp from underneath the floor seeping up....

Im sorry, but i had to say something here. Moisture will NOT cause your paper to DRY out 😂
Was it elmers brand glue? It looks like maybe the paper wasn't quite moist enough, maybe it should have sat in the mix longer. Wait.... Is that on top of linoleum? What exactly is the floor made from that you are covering? It should only be done on wood
It is concrete under the tile. I did soak the paper until it almost was just glue. I did a square area months ago and it's still on the floor right now. The only thing I came up with is my ceiling fan was on. I thought that may help it dry.
Did you put a coat of glue mixture ontop of the paper too? Let it dry then polyurethane several coats. I did the paper on my basement floor and If you have pets do not put this paper floor down. My cat peed on it in a large area and it soaked clear through and peeled right up. I had put 4 coat of poly on this floor. Waste of my time and money. I do think it would do well on a wood floor though.
