When creating a brown paper bag floor, does a tile floor need to be removed?

I think this would depend a lot on what flooring is currently there. Tile and carpet definite no. concrete yes, hardwood would work to but why cover real beauty with paper bags.

@Roberta I think this would depend a bit on what the paper is laid on...over concrete with a multi-layer poly top coat it would be very durable. If it was laid over a ply subfloor then not so much as the soft 'pine' wood of the sub-floor, could compress and provide 'dents' as is typical with pine strip flooring. The added problem here would be the upper layer of paper and finish could then break away or peel.
