Mix liquid fabric softener and water in a spray bottle. I use 1/3 softener to 2/3 water. Spray on paper and let set about 30 min. Peels off. If difficult to get started find a place where the paper is loose so mixture will get under the paper.
The best method I've found is steaming it. You can rent one, or if you want one they are under one hundred dollars.

IF you are still looking for advice on removing wallpaper - the best method I've found is to use DIF wallpaper remover concentrate. Score your paper with a handheld scoring tool. LOTS of scoring as that's how the DIF gets to the glue.
When you're ready to remove, mix the DIF concentrate w/ HOT water. The hot water is key! Allow it to soak in and do its work - you can test if it's ready by using your scraper. It should come off easily in long strips. If it does not, could need longer soak time and/or more DIF.
It's tiring, hot work but easy. Put plastic over your flooring and have a large garbage can in the room for the wallpaper scraps - use a plastic can liner so glue doesn't get on everything.
Once the paper is gone, if there is a lot of glue remaining on the wall spray again w/ DIF and sponge off, rinsing the sponge often. Finally, one more water wash prior to paint.
I use a 50/50 mix of vinegar and hot water in a spray bottle. Saturate the wallpaper and let it sit for a while. Do not let it dry out. Every so often check if you can peel it off with a putty knife. Use the same mixture to remove any glue residue.
