Lowes has some fantastic options of stone and slate tiles. They would change the whole curb appeal of the house.
My first reaction was to skim it with "stucco" but then with it being painted, I wondered if it would adhere properly or just cause an even bigger mess...???
Talk with some stucco/concrete/plaster folks and get some first hand advice from the folks that deal with those sorts of products.
It might be possible to rough up the paint to make it more likely to bond with a skimming product.
If you do the faux stone, you will have to put a metal mesh up first for the mortar to stick to. We did it on the outside of our family room (which had been a screened in porch).

Easiest and cheapest is to use a paint with some texture. We bought something like that at Sherwin Williams for Daughter's house. Clean surface and let dry, fill any cracks and imperfections and then put on a couple of coats of the textured paint. Of course landscaping would soften the look too. Make sure you choose bushes that will not get too big and mix in some flowers.
Paint faux stones on it.

Personally, I wouldn’t touch it at all! I would, instead, “soften” the look of that bare area by digging a garden bed and planting some evergreen shrubs - the miniature type (so they don’t grow overly large). I once had a house similar to yours and planted miniature boxwoods. Boxwoods looked great and being an evergreen - covered the area all year.
Are you looking for colors for the house and shutters too? If so, My last house was a lighter green. We didn't put shutters on it, but we did put white trim around the windows. The stone we used was a tan. Here is an example of something you can use. It even comes with corner pieces for easy installation. After you finish the foundation, I would make gardens, putting in garden blocks. Fill them with topsoil sloping it away from your home. Some nice evergreens and flowering shrubs would look nice with flowers around them.

If you just do the area under the porch won't the rest of the foundation look like it is missing something?
