I keep all my flour and sugar in the freezer. I had to trow everything in my pantry away, bleach clean and start over. Sorry
you have to keep flour etc in seal tight containers.
I would agree - Throw it out, and check everywhere else too............
you need to store flour in a good airtight container.
You have "pantry moths" - pain in the neck to get rid of. Every single cabinet in your kitchen must be emptied, washed, and all the contents need to be inspected and washed before replacing. Anything in paper or cellophane is possibly contaminated. Get ready to throw away a ton of food.

I live in Louisiana..bugs get everywhere. I keep my flour/ rice all that kind of thing in sealed bags in the freezer.
