Lots of cloth and Rubbermaid holders/tubes available, even at the dollar store.
We get two newspapers a day, so I just fill those lovely narrow bags to take to recycle bin outside my Acme.

I have all my storage bags and wraps in a drawer under the wall oven.
I have many of them and I use them in small trash cans all over the house by my desk, by my chair, my husband's chair, by our bed, bathroom, etc. So I do need and save them. My husband takes many with him in his truck to work. Some people stuff theirs in a bag and hang them on a command hook inside their cabinet in the kitchen. I have too many for that, so I have a 3 or 4 ft tall box that is maybe 8 inches square that fits behind my pantry door inside the pantry. I stuff them in there. I should cover the box with contact paper or something nice, but for now it is hidden so I have not gotten to it. A sweet lady I know keeps them in her couch console that is handy for her to grab one. She does not use many. Another friend has a bag hanging on a clothes hanger in her laundry room and stuffs her extras in that. Hope this will give you an idea that will work for you
I store mine in a cloth bag which I made. I put a drawstring on top and hung it on a hook in my pantry. Works great.
