A thought: you could leave the drapes where they are and add a bottom border attached w/ velcro. That way when the bottom gets soiled from swaying on the ground you can easily detach the bottom to wash or replace as necessary.
I would say long or short, whatever suits you. I prefer the length you have, so they don't have to be dealt with when you hose down your patio or rain drenches them. I keep mine from touching the concrete.
Unless all your curtain rods and the whole patio under the curtains is perfectly level, it will be very difficult and time-consuming to try to add a piece to the bottom of these panels, attempting to make them all the same length.
Agree with Rose and your Husband. Keep them the length they are.
this is not my opinion but my taste.I would put 1inch from the ground you can always tie them back when you clean.
