They could have come from almost anywhere, even a new mattress. Bed bugs can hibernate for long periods of time and reactivate when a food source becomes available. To get rid of them you basically have to burn them out or suffocate them. Depending on the extent of the infestation you might be able to seal everything in plastic and leave it in a hot place for 3 weeks. Then wash everything in hot water. For non-fabric items, vacuum all parts of the item, paying special attention to cracks and cervices (seams on mattresses). Make sure to change the vacuum bag immediately and seal it in plastic before discarding. Make sure to clean everything in the rooms also: baseboards, doorframes, hinges, etc.
She brought them home from someplace she visited. Do yourself a favor and call in the pros. Until she can get someone in, start with these remedies.

I know people that lost their beds and all upholstered furniture, had carpet ripped out and anything that could not be washed and quarantined, was confiscated and disposed of like hazardous waste. Do not fool around with this, it just gets worse.

I would use a professional exterminator if they are in the beds, carpets or upholstered furniture. Wash anything you can in hot water. The only sure way I know of is heat and that requires a professional
With so much international travel, some of the best hotels are full of them. If they have had a hotel stay in the near past, that is probably where they got them. And with so much of our goods coming out of the far east, many things are coming in in things we purchase. They hitch a ride.
Thank you It's not fair that this should happen to a person who is so neat
