No, preen is a seed inhibitor. I believe it is on the container. hope that helps.
Preen will stop most if not all activity for new seeds for a while. we love it under mulch as this will stop any weeds for most of the growing season. You might want to experiment in one area first. scratch up a reasonable area and put some seeds down. maybe some marigolds first as these are cheap and hardy.
