You can try a device that runs on batteries, bury it into ground (top sticking up). It makes a high pitched beep every so often that vibrates into the ground to scare them away.

When they started eating the roots of my Hostas I scratched around the dirt and sprinkled Vole and Gopher repellent all around the plant and then put the mulch back. Didn't kill them but saved my plants.
They stay where there is a food source, namely grubs and any underground bugs or worms. Get rid of those using a ground penetrating insect killer and the voles will go elsewhere to find a food source.
We use peppermint candies. Find the hole they use and put a couple of candies in the hole as far as you can get them in. Voles mice and other rodents hate peppermint. You can also use peppermint oil soaked on a cotton ball. Works great in the house too.
Hmmm, the hot sauce , bleach and vinegar I will try. and it wont be costly. since i have tried the chemicals and they didn't work.
