You can change the bulbs.... but that will not change the look... for that you would need to replace the entire fixture....
Changing a fixture is easy. How would you work on the fixture in place with no light on?
You can paint the base, using Rustoleum spray paint for metal, or you can see my link below of how I brush painted mine by adding baking soda to paint to thicken it and get it to stick to my fixture. I also included links for other types of updates. You can replace the bulbs with Edison bulbs which are really fun and modern and very 'in' right now:

Updated Guest Bath - DIY With Just A Little Paint
There are YouTube videos for making your own vanity light covers which are held to the wall with heavy duty Command Strips. I had seen a kit which was at Lowes called a Hollywood Vanity Light Refresh Kit, but now I can't find it. Do some searching on Google and You Tube and maybe you will find what you are looking for. If you want to replace the light it really isn't hard at all, but it helps to have a helper to hold while you connect wires . Every new fixture has complete instructions on how to remove and replace, just make sure the power to the light is off. Good luck!
Easy to do if you particularily- if you find a replacement light with a bar base that can cover the existing fixures area. Have a look at your potential lighting options.
