High there, Could it sit on a Pontoon that would float when necessary and could be roped to the bank, a bit like a boat that is able to rise and fall with the tide? Or Maybe Use Oak or other Hardwood to construct bridge? Don't let it be a bridge over troubled waters too long..........
You could consider building it out of the new "plastic" decking material, it would last forever and look nice for a long time. There is pressure treated wood as well but 8 hours in water would be tough on any type of real wood.
Is there a way to have the bridge positioned above the potential flood zone? If you have water washing across it for 8 hours every 2 weeks it's going to get click with algae which is a bad idea when walking across.
Can you raise the bridge up on cement blocks so it's out of the water?

Im on my iPad. I googled portable atv bridges.
On the pad I have the option of looking only at photos/images. I’m sure you can fund some economical and safe ideas, including the frame made out of pipe, then to be covered by the material of your choice.
Who knows, even a double layer of wire mesh could be attractive and drip dry easily.
What about placing the bridge on anchored pontoons/floats so it rises with the level of the water as needed??
