Maybe something is eating them, either on top or under the ground. Have you check to see if the roots are still in tact? That happened to me years ago, voles were eating the roots one by one until there were none.
Are they getting enough sun and water?
Are these annual or perennial vinca? Are they in full sun, partial shade, or deep shade? There are several different varieties of Vinca, and they do best in partial shade. If you are experiencing the heat we are and they are in full sun that could be the problem.
It is very possible that voles are munching away on them. Dig the ones up that are alive. Try to keep as much dirt with them as you can. Go to the dollar store and purchase a couple of those wire baskets with the tiny holes. Dig your spot where you dug them up so the basket will fit down in the hole. Then fill with dirt and put your plants back in. Voles cannot go through these baskets. I have lots of plants that I put the hole pot in the ground, or I use a piece of screen to line the hole (anything to keep those voles out). It has worked well for me, even with perennials.
These are in large pots on my east facing porch.
