Ask the Landlord if you have his permission to alter things to your taste?
If your landlord allows you to remove the panelling, I like the look of wainscoting on the bottom 1/2, and a nice quality paint in a color to match you decor, I like Barn Reds, Country Blues, Olive Greens, Mustard Yellow Shades. If you are really crafty, I've seen online, people using a picture or photo f something they like, and using an overhead projector to project it on the wall. Is's really neat, because it will automatically enlarge it on the wall. Once on the wall, just trace the projected image on the wall. You can Hand paint it as you like.
If your landlord will allow you to paint it, rather than remove it, that's what I would do. If you are able to add the chair rail, that will give you an even more sophisticated/traditional look. There is also a paintable wallpaper out there (you can order it online) I would apply that to the top half above the chair rail and this will give you a really smooth finished look.
But you can surely stop with just painting it, and it will make such a difference.

HI LIsa, Please tell us more....do you have permission to change the paneling - ie. with paint? Or liner paper then wallpaper over it? If you are allowed to paint, wash the paneling with TSP (following directions) to get any build-up off of it. Lightly sand the walls and wipe clean. You want the paint to have something to adhere to so the sanding roughs up the walls a bit to give it 'teeth'. I would prime then paint or buy a good paint+primer in one. Using a brush fill in the grooves then use a roller to finish up. I would suggest a latex paint for easy applying and clean up.

Hi Lisa! If you don’t have permission to remove it you maybe you could paint or stain it . Or quite possibly use coverings ( curtains, sheets, tapestry, wall hangings, art,etc...) to cover the walls.

You can ask your landlord if you could paint the paneling. Show him/her some before/after pictures of painted paneling and see if they'd be willing to pay for the supplies for you to do the project.
