Hi Jim, are you wanting to stain it or paint it? To stain, you will have to remove any varnish (a product called Citristrip works really well for this), then clean and sand down well. To paint, you will need to rough up the surface with sanding and either use chalk paint, milk paint or mineral fusion paint (no priming needed), or use a good gripping primer for other paints.
Wood, metal or plastic furniture?
To restain, I use gel stain to avoid stripping. Works great if you're going with the same color or darker.
To paint, I use oil based primer like Kilz and any latex paint in my desired color.
