Ok, on the top, yank everything out. Paint the interior, most people do white, but I vote for a color, but keep it light and bright so you can find things at night. If budget allows, I would install jumbo full extension drawers. If that is too expensive, install shelves and use bins, and spend the money up front and get the entire cabinet all at once so that it all matches and looks tidy and not a hodge podge of random stuff (like my house) - it might be a bit of a jigsaw puzzle to find the right fit, but so worth it in the end. Add a door or curtain if desired.
For the laundry area, replace the vinyl coated shelving with sold wood, easily found at any home improvement center. Get pretty brackets to replace existing ones. Paint to match room. A again, choose a style or color, and purchase all matching bins for a cohesive look. If budget allows, install cabinets with doors instead. Add additional shelving in the space if you have room. Add hooks if you need them for various items. Not knowing what floor space you have, get / make / upcycle a rolling cart for any other items you may need to store here but may need to move around to access washer and dryer.
Is that a pantry or a the inside of a cupboard? Add another shelf or more can't tell how much space you have to work with from the picture.

In the pantry, I like Naomi's suggestions! Make sure one of the shelves is tall enough for cereal boxes. It may be a little hard to get to the back of the shelves, but I would put in shelves the depth of the pantry and keep things you don't use as often in the back on all the shelves. I would go as high on the shelves as you can in the pantry to be able to store everything neatly. In the laundry, go with solid shelves, the wire always seems to bend even with enough support. If you can, I would go with two shelves, you should have enough room if you put the lower shelf lower than the one is now. Just make sure you have enough room to open the washer lid all the way. Have fun with your colors, I like your idea of the same color for the pantry and laundry walls! You can do this Amie! Why not post these projects so we can see the finished project! I hope the food closet is higher than is shown! I would suggest buying metal strips at the hardware store that hold little clips you can put wooden shelves on. These would be adjustable so you can rearrange shelving as need be. You would need four strips the length of your space and as many clips as needed to have four for each shelf.
For the laundry area, Naomie is right, get a wooden shelf because laundry products are heavy. Keep them there so they are out of reach of children, pets. Actually you could have two shelves there.
Naomie has amazing advice. I might recommend adding a led cabinet light strip.
