What to do for ceiling

tried to paint popcorn ceilings did not work well had to scrape popcorn off now I don’t know what to do need to cover ugly ceiling I am on fixed income

Maybe sponge paint it!!? With 2-3colors..
Not sure how smooth the texture is after you scraped the popcorn, but maybe you could use peel and stick wallpaper that looks like shiplap?
Use drywall compound/patch to fix gouges and divots, and repaint.
When I did my first ceiling, I caused a bit of damage and was discouraged. When I repainted with flat ceiling paint, it wasn't as bad as I thought. I then repaired any obvious flaws. I know that was backwards, but I would have repaired a lot more, since it looked awful prior to painting. I then primed the repaired areas, and then added a quick 2nd coat of paint with an extension roller.
I have painted my popcorn ceiling 2 times.. I used a fuzzy roller and it worked good.
Thin some drywall mud a little, flip it up there in little random blobs, before it drys run a broad knife or board across to create a “ knockdown” Then paint. Mine looks very professional.
