If it is the same kind of paint such as latex, it just needs a light sanding and paint over it.
Keep it!!! You clean sills far more often than walls. Gloss really holds up to cleaning.
The matte will be gone/nasty in a couple of minths.
Unless your world is less dusty than mine, it will look like matte in two days.

When thoroughly dry sand to jet rid of the shine and help you get a better grip with your Matt coat............Don't be tempted to do it before it has cured as you could end up with a mess on your hands! Take Care..........
My preference is to paint windowsills and trim in gloss paint, much easier to clean! Leave it and live with it and you will be pleasantly surprised.
Just lightly sand to remove the gloss and pain with the Matte.
Matte is going to be real hard to keep clean and not wash/peel off since its not a finish for scrubbing.... I would suggest at least a satin finish.... sand lightly first.
