Go with a theme for it and put decorative items on it such as plates or mirrors. You could acquire them from a thrift store. Draw the attention to the items and away from the fence.
If the neighbors cut what is growing within your property line, you can videotape and send a copy to local authorities. Hi I suggest calling your local church like salvation army ,for example, they are very good at helping or getting you in touch with other groups who volunteer their time to make your fence pretty again or hide it if you like.
A trellis and a vining plant work wonders.
Morning glories grow from seed, grow very fast, and they cover a multitude of "uglies."
