If your cabinets are wood, composite, or other wood-like material, then it's as easy as getting screw - in hooks with big enough hooks to hold the handles of your mugs. Then you can screw them to the underside of your cabinets, and voila! Mug organizer!
And there are ready-made organizers you can buy and install.
I was answering this for Kcups before I realized you said coffee cups. Just get a package of screw-in cup hooks or a couple of packages of Command or another brand of adhesive-back hooks. Use the largest cups you will use for spacing. Place the hooks in a staggered pattern in the cabinet door, all the way down, leaving a division in the middle for the cabinet shelf to clear. This is so easy and holds so many cups that I have it on my todo list. Best wishes, Rid. ☺️
Personally, I love this blogger's approach using coat hooks:

I use large brass hooks screwed into the underside of the cabinets and that's where the mugs go. I have always found those on-the-counter-top " tree" things to take up WAY too much space no matter where i put them!
Under my mugs in one area - is where the toaster is located (slides in and out as needed) Under another group of mugs, I have the knife block and some baskets for fruit/ onions.
