do you like the pavers? want to keep the patio? a small swing or a bench, potted flowers to add color? garden fountain might be cute, if you are trying to remake the area and remove the pavers, you could use the area to add some flowering shrubs, perennial flowers, a small statue or bird bath? possibilities are endless... you could stain the pavers a different color even if you don't like the color...easiest I think, would be a cute bench and some med-large flower pots with a big pop of colors, hot pinks, bright orange, yellows...stick a decorative solar stake in each pot for some lighting in the evening?
I’d put lots of pretty Flower pots in the enclosure! Fill with all sorts of Plants and flowers for Year around Beauty! Would be Gorgeous with lots of Tiny Christmas lights in the Greenery! Check local Nursery!

Oh, my, the possibilities are endless! First determine how you want to use the spot. Sitting and visiting? Visual - curb appeal? Something inviting for visitors? Do you like maintenance, or just want it to be maintenance free? Then, determine your budget and go from there.
For example, you could do a fountain and no planting. You could do a planting. You could do a planting and birdbath. You could flagstone it and set up a bistro table and chairs and a nice sconce or streetlamp. If your neighborhood doesn't frown on artwork in the yard, you could lay out some pea gravel and set out a nice piece or two that goes with the area's decor. (I live in Texas and have a large metal roadrunner in my yard.)
Remember that a planting (flower garden) will require work (even bulbs and perennials). Plus water, mulching and weeding. Flagstones and pebbles will not (if you've put down a really good weed block).
This is really a subjective choice. I hope I've given you some suggestions to get you started.
It looks like a lovely spot to sit and watch the world go by. :) It could be as simple as adding a couple of chairs and a table - maybe a bistro set? Or Adirondack chairs? You could add a grouping of pots with annuals around the corners. A fountain would be pretty - and would drown out some road noise. All the comments are great. I would add a small curved bed where the grass is, corner of driveway and sidewalk to break up the harsh corner.
I would turn those beds into an herb paradise because it looks like you have amazing sunlight.
First question that come to mind do you have a HOA or other life style determining group in your area?
I would pull out the pavers, then fill in with perennials and river rock. Since it is a rather small space river rock would be fairly inexpensive but would look better than mulch. It also comes in different colors.
Depending on your location. I think a Crape myrtle would look nice or a wax myrtle. But check to see if they grow well in your zone.
all kinds of pots of various heights with flowers or flowering shrubs in them. I planted a fig tree in a pot when I moved in here three years ago and this year, it is producing figs! You can do it!
Plant an ornamental (flowering) tree that will not grow very large and roots will not grow above ground.
If you like, flowering herbs such as lavender, thyme, rosemary. Wormwood, Iberis, gladiola, zinnias, roses, coneflowers, white cosmos will reflect light, provide color and fragrance. An azalea, butterfly bush, dwarf lilacs, dwarf magnolia and a bench would make an inviting place, as would a smaller fountain.
Phlox, in various sized pots, 2 or 3 wicker (used are fine, and cheap) with comfy cushions, and some solar ground lights are very reasonable, so pretty, comfy. Put a little table for tea or coffee cups. Creeping phlox, perenials and so so charming.
