I would tackle one section at a time. Pick an area and decide what you want to do. Make a plan, clear away the weeds and choose some plants.
Awesome piece of property! And you have several areas to improve. Unless you have a decent sized budget, choose one area to develop at a time. If budget does allow, hire a landscape designer to help you out.
Think about how you want to use the space. Play area for kids, dog run, patio for relaxing, dining and entertaining, grassy yard, vegetable, herb or flower garden?
For instance, a quick fix by the ac units. You can shovel the rocks off, kill weeds, level, install landscape fabric and replace the rocks and add a decorative border to keep them contained from spilling over. You could also build screens to hide the ac units from view too.
Google and look at landscaping sites and scroll through Pinterest for features you wish to incorporate into your space. It can be a lot of fun, just take it one step at a time.
Best option would be to lay sod but sometimes expensive. Next best is buy lots of grass seed and some straw to cover over to keep birds from it. When you get the seed put in fridge for at least 24 hours before planting. The cold helps it feel like winter and should trick it to growing earlier. Is that ground as hard as I think it is? Get some fill dirt and spread 1/2 to 1 inch deep all over. If you plan flower beds or trees mark off that area to dig up later. Spread grass seed over soil and cover thinly with straw. Water well. In about a week you should see some growth. When it looks well established clear away the straw and water lightly. Water after sunset so it soaks in and is not sucked up by sun.

The first thing I would do is extend the patio to meet up with the wood walkway that leads to nowhere. Bring it up and to the sides to make the patio larger. The area around the air conditioner units needs refreshing of the mulch. How much sun does the yard get, you need to put in some plants in the other areas that have nothing but mulch. Start with the patio area first, since that is probably going to be used the most, and pick an area at a time going out from the patio or the house to improve. Make sure to refresh the mulch that is thin or breaking down so that it works to keep the soil moist around you plants. I would go to a local greenhouse to see what would grow the best for your area, and take clues from what people in your neighborhood seem to have good luck with in their yards for the same sun you get. This is my backyard. It has excellent potential. Like most, I’m on a budget. The ground is relatively soft. The previous owners were diy’s, but didn’t plan well. I can’t seem to kill the weeds. I’ve tried vinegar, vinegar/ Epsom salt/ dawn detergent mix, round-up (several varieties), straight iodized salt. I’ve laid weed mats & covered with mulch, but those weeds are determined!
