No. Old tile needs to be removed. Tile needs a smooth and solid base.
I looked at several videos and it seems like you can easily tile over tile. There's no need to take the old off when it's already sealed. Go for it!

Absolutely positively not. Never ever in a million years. It will fail in the sort term, then you will have wasted your hard earned money, and need to replace the floor . . . again. Tile needs a firm solid service. Not only that, it will create an elevation change which will create a tripping hazard. Any true professional will not take the job. If they do, they are unprofessional and will do anything for a buck and not someone I would want working on my house.
