Hello Rose, I think I would use Milton and water and scrub the area with a stiff broom.

Natures miracle from the pet store.Apply as directed then cover it with plastic so it stays damp.
You could reduce the area where your pup "goes" by training it to use pee pads or newspaper. A lot easier to clean up as well.
Good old fashioned soap, water, deck broom and hose. Oh ya, and some elbow grease!
You'll need to use bleach or white vinegar in order to kill all germs and bacteria. Scrub all stains and dried poop with a stiff broom.
Additionally, it's necessary for the water/vinegar mix (10:1 is sufficient) to stay on the surface wet for 10 minutes. This effectively kills 99.9% of virii, bacteria, etc.
That said, dogs do not like to mess where they live. If you begin to provide activities, toys, a bed, treats, etc. as well as to play with your dog in garage, she won't want to mess there. This makes it very easy for you to begin to provide a smaller designated area for her "business" - making the situation much cleaner and easy to maintain.
I would work with a goal of having her do her business on an area of layers of newspapers. They're free, easy to dispose of, etc. You may need to help at the beginning by confining her there or taking her there by leash but it really would be best for you both.
A pressure washer would be the best way, pour a bit of bleach out to disinfect the area then pressure wash it
