You can tile over tile. It is recommended to remove old tile first but you can tile over tile. Clean tile thoroughly of dirt and soap scum. Dry completely. Brush on two coats of Eco Prim Grip. It gives the new tile something to grip to. I purchased mine at Lumber Liquidators. Add new tile and if there is a large space between old tile and new tile at the edges add add a pencil tile (very thin decorative edging) around the edges.

If it's cracked or loose, flaking, etc. I would remove the old grout first instead. The new will crack, too if on top of it. If you just want to change the color, they make a product for that you just paint on. Works well. Easier than re-grouting.

Thanks Stevie, it is a new bathroom reno but the color of the grout on the shower floor is uneven (don't know why) so I think the paint might works verses re-grouting.
