Does putting newspaper down on a weed infested garden ,kill the weeds?
I want to prep my garden for next year and heard if you put newspaper down first then dirt --that the weeds will die under paper and be ready for you to plant flowers.

Somewhat.......BUT you will NEVER get rid of ALL weeds. The paper is good for underneath and earthworms.
We have done this. It keeps the weeds down but does not keep them out entirely. I'd give it a C+ rating.
Yes, it is correct that the paper will keep the weeds down. And leave it there all winter. Then, when you till in the Spring, what's left of the paper will shred and decompose. Wishing you well.
