A good power washer with a cleaner degreaser should take it off. Walmart and automotive stores sell Purple Power it is $5 for a gallon, and has a million uses.
Is it the paint that has the film? Why did you put concrete sealer over painted brick? That might be why it's happening. Brick and paint don't like concrete sealer, they have their own sealer embedded in them.
The porch is concrete and we painted it to look like red bricks with white for the grout.
