Cut as in pruning or take out of garden?
Every plant is different. Not all plants requirecutting back. Tell us what you have and we can provide reliable information. Over pruning is worse than not pruning at all. I know someone like Edward Scissorhands and whacks and chops everything to within an inch of the plants life and then in the spring complains that things died or that his yard is not as nice as others. "Keeping everything in control" is not how nature works. So make a list and tell us what plants you have.
