Hi Chris. I'm not sure what you mean by 'coated with oil'. If it's an oil-based stain, you can protect them with polyurethane. If it's tung oil, polyurethane should also work. I hope that helps.
You can use gel stain. Otherwise, you will need to sand them first or the new stain won't penetrate.
Wash them very well with murph Oil soap to get the oil off the new you could stain them
What do you mean coated in oil?
Tung oil? Danish oil? What do you mean oil?
No way to seal with linseed oil. Nothing will hold. It is a sealer and protectant itself. Absorbs into the wood. Don't know why it was used on stairs! Just needs to be recoated every few years.

Try to clean the Oil finish off so you can then have a surface that will take a stain, then use a coloured stain and then clear varnish or use a coloured Varnish or use a coloured wax!
