Depends on your geographical location. Check with your local state agricultural extension office.
Late winter to early spring depending where you live. I am in Zone 9 and prune mine back in late January or early February and have my first blooms by Easter.

I cut mine back in the late fall and sometimes even in the early spring. Remove all the brown stems first and then observe the plant from there and decide if you want to go further.
