Carolyn, I love what you’ve done with the rubber bands.
We recently had this problem and we went through seasonal shoes packing them away with the clothes we rotate.
I bought a vertical shoe cabinet from Ikea and it has worked well as long as you don't have giant feet and giant shoes!

I love over the door storage for shoes, but they don't always fit. I think you could use that for the flat and use your current rack for larger shoes. You can hang the over the door organizer o the wall, too.
I would also purge old shoes and donate or sell what you don't use. My personal rule is that if I need to find more storage, then I need less stuff.
I rotate my shoes and clothes from winter to spring. Shoes go in plastic shoe boxes from the Dollar Tree onto the floor and top shelf, clothes go into plastic crates and are stored on the top shelf of the closets. One closet has a double rod for summer with tops on top, and a lower bar for shorts and capris.
Then in the spring, the winter stuff is packed away including switching the shoes out. You can store several pairs of sandals in one box.
