Yes depends on the zone but I’m in NY I think that’s zone 5 and they stay. When it’s been brutal I’ve had them die.
No. Spring bulbs need a cold season in order to flower. Diggi g them up takes this very important part of the growth cycle away.
You need to keep an eye on the area they are planted in because squirrels will dig them up and eat them.
