What exactly do you mean by a spackled ceiling?
Do you mean that lovely 'popcorn' ceiling, the kind that looks like it's covered with lots of white bumps? Best way is to scrape it off..and yes, it's a mess! You can try to paint it, but the popcorn often comes off on the roller.
Before you do anything to the ceiling though, you'll want to be sure it doesn't contain asbestos!! YOu can order a kit online that will allow you to check. If you know how old the ceiling is, you might be able to rule it out that way. I think asbestos was banned from use in ceilings around 1980. So if it's older than that, you'll want to check!
