Is it safe to replant peony?

My mother doesn't do anything and hers always survives just fine. However we are in zone 7b in Alabama and we don't have harsh winters normally.
Depending on what type they are, but I can leave them on or cut mine and new shoots start the next spring. I find it better to cut them off about 12 -18 inches high in the fall and that way winds don't end up breaking them, but also if the shoots start and you don't tend to it, they attach to the old ones and then it becomes more difficult to trim off dead matter.
