I'm not the person who did the metal art you are interested in. Unfortunately, the blog with the tutorial no longer seems to exist. The company Feri Designs still exists and has a Facebook page, but no "how-to" that I saw.
Alcohol ink is the most often used colorant for metal. Then there are various wax colorants made by several companies: Rub N Buff, Craft-T, Viva Decor. And, of course, there are many makers of metallic paint. Make sure you choose a paint suitable for metal as some are limited to one surface type. You can find all of these at local craft stores and some department stores.
