always when the plant is dormant with no druit on the tree - so best is probably dec - feb
I live here in Mesa Early Feb. is best, before the suns gets hot. Plants need time inbetween the frost/freezes here & the hot sun to adjust to both. The sun is more of a problem because if plant is not accustom to the searing rays it won't make it past March. we had 100 temps last March and they lasted all the way into Oct. Citrus trees never go dormant they just slow growth. You could plant now but if we have any type of extended freezing period and it's a young tree it would be hard on it. Citrus are tough trees. I have Lime,Lemon,Tangerine,Mandarin & Pomegranate,Olive trees
