You're going to need to clean them as well as you can prior to applying paint. When I did my mom's house, ammonia took off the nicotine like a champ. It just melted away.

You have to do a lot of washing and scrubbing. Prime 2 coats with Kilz. Then yoy can paint. Good luck. Don't forget to get rid of all carpet, pad, and window treatments to help abate the oder.
There is a special primer for walls with smoke damage. It's much easier to prime the walls than to wash off the smoky tar. You can buy the primer at Home Depot.
You don't. First you have to wash every square inch with TSP and let it dry thoroughly. Once bone dry then you can use a good stain blocking primer like Kilz or Zinsser. Let dry between coats then your paint.

YOU HAVE TO WASH THE WALLS. Paint will not stick and there is no special primer that will.
