That piece standing up looks like it was cut off. The rest are aerial roots.
The piece that is cut off was an old spike. The one i am talking about is the one right next to it, coming out of the same area. It looks different to me as compared to the aerial roots.

And, to answer your phalaenopsis question, that bit on the right with the dried end is an old flower spike. You can leave it alone and it will be fine. The rest, as Em said above, are roots. Your orchid looks healthy but is a little dehydrated. Mist it daily (especially the aerial roots) during the winter or keep it in a humid area (60% is good) and just after mid-winter, you should see another flower spike start to grow.
It's a new aerial root;spikes will go straight up and look more like plain green thinner pointed tip stem,they shoot up very quickly and can be snapped off very easily compared to aerial roots. Your orchid looks very healthy. Here I found video to help you https://www.youtube.com/watch?v=wKvJrzI-oPA
