It could take a year or two to recover from severe pruning. In the meantime, make sure the top of the plant is in the sun, but the roots are shaded to keep them cool. This can be either mulch or another plant to shade the root area. Feed you clematis in early spring and again in mid summer when buds are starting form, with a general plant food. Do not overfeed them or they will grow all vegetative growth and no flowers.
Kirsty, I am sending you several videos to go through because I've also had problems with a Clematis. For three years straight it came up in the spring, then died out shortly after. The fourth year I was expecting the same when it came out, but it started growing and I had to buy a larger trellis for it. It bloomed all summer!!

Hi Kirsty,
My name is Linda. I found an article that is specifically about caring for non-blooming clematis. I think Kauai is right about the plant taking time to recover from the severe pruning, but this article might help once it grows back a bit. Happy gardening. :)
