Hi Julie - you really need to sand wood to refinish it. You won't be happy with the results otherwise.

Sorry, you can't without it making a mess and peeling later.
I recommend using an orbital hand sander even though you said no sanding. I think it will be the best and easiest way to approach the process.
Depending on what you're painting, you might see if chalk paint would work. I just refinished an old buffet using chalk paint, and the only sanding was done on some new wood where the buffet had to be repaired.
