Renee, I covered a tabletop with pennies years ago and we still use and love it. You just have to start glueing the pennies on! Here are some videos that may help you, and I also see they now have "Penny Tile." You might look into that, it sure would save you time!

After painting Sheet Masonite with an Dxterior Paint to a Backdrop or Background color you like, you need to Glue pennies to the Painted Sheet masonite.
Otherwise, you can also solder or Superglue to aluminum sheeting for something more durable like Aluminum Tile.
Sand base well, glue pennies, pour epoxy over all. Long process, but the result is impressive.
