You should be able to hang them on the wall having the top now on the bottom as a shelf for the shoes.

Fix them to the wall using brackets, and use as is or better still paint up first.

I have no idea what pelmet covers are, but they are enough like gutters that I can see them being nailed, screwed, or clamped to wall in nearly any room or porch of the house for display. Shoes, pantry, stuffed animals, narrow-rooted plants, mail, bathroom shelving. Wow. Have some fun! ☺️
It looks like you could stack them to make layers of shelving maybe. Secure with screws and cut to size.
