How do I use regular paint vs chalk paint?

I think the chalk paint has some dust like particles in it. So it makes it easier to draw with chalk on it.
Chalk paint is not for use with paint, that is chalkboard paint. Chalk paint has easier prep and can go on most painted or stained surfaces with minimal prep other than cleaning.
Chalk paint is a,specialty paint that is easy to work with. It's very flat, no sheen and can stick to most anything. Needs a clear top coat to keep it from being washed off. Used for shabby chic or farmhouse look.
Chalk paint is typically used for painting furniture, or anything else for that matter. Requires little prep other than a clean degreased surface. I wouldn't paint walls with it, but I am sure someone has. Does need to be waxed or sealed. Here are some sites to help you out.

All depends on the look you are trying to achieve.
Basically chalk paint boasts that you don't need to prime before you paint. This is true if you don't have a slick or shiny surface. Regular latex paint needs a primer under it, but unlike chalk paint, it doesn't have to have a topcoat.
If you're painting a slick or shiny surface, either way you will need to prime with a bonding primer.
