Can you use the vacuum seal bags that they sell at walmart/target and then label the outside with a sharpie marker? I would then place them in an insulated box with a label on the outside with what bags are inside.
Buy some of the "space bags"(vacuum the air out). You can put a sheet with list inside of bag/color code each bag by person, room used in, or whatever makes it easy to see. Then you could store the bags in a large tote so you could pull out one and leave the others when you need it.

These are the largest plastic bags I see available. Maybe cut and tape a couple together for large items. or use plastic tarp and tape together. If basement floods on a regular basis you may need a sump pump or a better sealant on basement walls. Any way to move the items off the floor? Like a super drop down ceiling. 2x4's attached to ceiling studs with enough room to slide things in. Kind of like an attic but hanging from ceiling and attached to wall studs where possible.
I just use garbage bags and tape a post it note to the bag with contents. Easy, fast, simple.
