I would suggest switching to an LED light fixture for over the sink. No more tubes or ballasts, LED don't get hot & cost pennies per year to burn.
What do you mean "new one won't work"? Replace with a new light fixture. Newer ballasts are electronic and won't work in older light fixtures. You also need the proper ballast for the fixture if you can still find one.
