They are probably after grubs in your lawn. Treat the lawn for grubs and the voles will go too.
Hi ! Buy a bunch of pinwheels , or lawn spinners from the dollar store. Place the stick part about 5-7 inches deep in the ground, near areas where you see activity.
When the wind blows and they spin , it causes vibration in the ground that , moles ,chipmunk & voles don't like ! Good luck !
