How can I secure Velcro to the back of a cushion?
I have pillows that are unsecured on an outdoor furniture set. I have tried using Velcro strips for extreme outdoor rough surfaces. One side is secure to the frame, but the other side won't hold to fabric. Other than securing it by hand sewing, is there a better option?

You can use fabric glue. Buy it from a fabric store.

My cushions have straps that have Velcro sewn on them.
E6000 glue.
You can use a strong glue like William suggested, but I've also found adhesive vinyl and it's extremely strong. I used it on the bottom of a crib mattress that I set on a coffee table - turned it into a dog bed. My 120lb dog would jump on it, along with my kids and that mattress never moved. I found the vinyl Velcro at Michaels in the sewing section.
